No, they are different.
Water Bugs are not house bugs. The common American types of water bugs are swimming pool skimmers, turban cockroachs, giant water bug or topanuga bug, and assassin bug. The common house types of bugs in the United States are usually beetles belonging to the family Scarabaeidae (including Japanese beetles) or roaches (true roaches). Both can be called household roaches and/or flying roaches (namely Indian flying roach; it likes to fly at night), but waterbugs technically live mainly near ponds and streams while cockroaches primarily live inside buildings such as homes/apartments there is a distinction between true winged species like Caucasian beetles that come into houses.
