It depends on the temperature of the water.
A freezer will keep food colder than a fridge without an ice reservoir, and vice versa. If you store your water bottles in a garage that’s below freezing during winter, they should be fine so long as they don’t freeze first. But if you live where it stays above freezing all year round, chances are water left out won’t even chill down to room temperature before going back up again. So it’ll stay completely unfrozen unless temperatures stay well below freezing for days at a time. In those cases, exposure to outside temperatures may cause bottles to become “supercooled”–meaning their surface is as cold as its interior–and may therefore begin to freeze from the outside in a given temprature.
